At the end of the Pacific War, a young Otsuka was impressed by the steam locomotive he saw in his hometown, and started sketching. After the Allies defeated Japan, he was still fascinated by military vehicles and pursued their principle of movement. His observing eyes produced dynamic drawings, leading up to the dawn of Japanese animation.
With works such as "Lupin III Cagliostro's Castle", he created a famous scene of a car that surprised the world. In addition, he cooperated with model-makers by making use of his vast mechanic knowledge, and contributed to the birth of Tamiya's popular series "Comical Mini 4WD".
